Analytical Capabilities
ICommander Utility Billing is designed to provide substantial analytical
capabilities. Metered usage may be analyzed for any date range by
Property, Customer, Meter Size, Property Type Groups, Property Types, and
Optional Property Classifications in detail or summary form. Sales
History tracks both usage and charges, including the effects of any
adjustments, for both meter-based and other charges. Charges and related
usage may likewise be analyzed in any combination of factors
noted for metered usage plus by Charge Code and General Ledger Account.
Non-Meter Charge entry generates standard charges based on frequency
codes. Standard usage quantities generated may be overridden by operator
with such changes tracked by System. Overriding of rates per Customer
or at Entry Time is controlled by the Charge Codes Master File settings.
Non-standard charges may be added by the Operator including unit-based
charges such as trash bag sales.
Meter Reads history is stored by Read Date for Only Direct (Actual) meters
and only in applicable meter units. Final Reads and Rollovers are
flagged.
Meter Usage History is stored by Billing Date for both Direct and
Indirect Meters. Actual Metered Usage is tracked for Direct Meters but
any allowed overrides to metered usage are tracked and explained. Usage
in Billing Units based on conversion of Meter Unit usage when applicable
is also stored. The effects of any seasonal adjustments are tracked by
storing Billing Units actually billed versus Billing Units used. Any
subsequent adjustments to usage for a particular bill date are tracked
in separate Meter and Billing Unit adjustment fields so usage per billing
date is available both as originally entered and as subsequently adjusted.
Adjustments affect the Meter Reads history file only if the reason for
the adjustment is an erroneous read or entry of the reading.
Various features may be disabled if not applicable to a particular
municipality but full usage of the system's capabilities is encouraged
to maximize the benefits of ICommander.
